With reference to Your Lordship's
Confidential Despatch of the 25th. of May and to previous
correspondence on the subject of the appointment of a Third,
Judge of the Supreme Court and of the re-constitution of
the Court of Appeal in Hongkong, I have the honour to
transmit the enclosed copy of a letter dated the 31st. of
August from the Chief Justice urging that the appointment
of a Third Judge is now a pressing necessity owing to the
congestion of work in the Supreme Court.

On receipt of this letter I saw
the Attorney-General and I attach a copy of the note I
made of my conversation with him. I next saw the Chief
Justice and I enclose a copy of the note I made of our
